The following candidates are listed in the order they will appear on the ballot, as determined by a lot drawing that took place on March 6.
Community involvement and leadership positions:
I am very involved in Community Safety and Leadership programs. I have a current program that I present to Community Groups - called Neighbor2Neighbor. This program introduces safe activities and resources that a community can activate to make their communities safer for children as well as themselves. I introduce the community to Local Law Enforcement agencies and the services they provide. If you are interested, please email me.
Professional and career background:
I am a retired NeuroMuscularSkeletal Holistic Dr. PTSD patients came from 7 states, as well as, Europe and the Middle East. Traditional treatment had failed them. I was given the privilege to help patients heal themselves. In this, we both came to understand G-D’s Healing Design. Prior, I was an international consultant for Computer Sci. This was preparation for the understanding of complex systems, detecting the problem, isolate/reproduce the problem, and value a simple solution, as a Dr.
Personal life, hobbies, interests, etc.:
My personal interests include a continual “deep dive” into my Faith. My virtual library continues to grow faster than the time I have to read. This is the “time” that I value most. Thur this, I continue to grow and challenge myself. In addition, I am involved with local study/action groups that are dedicated to : protecting children, faith based morals, safe neighborhoods, community leadership, and nutritional food preparation. Spare times includes OutDoor activities and maintaining my ‘99 Jeep.
Why are you interested in running for the Highlands Ranch Water Board of Directors?
We are mostly water. With the increase of disease vectors into our population, I want to assist our growing community in insuring that we continue to have the healthiest, cleanest, and most affordable water for this generation and the next. This can be done by waste prevention education and leadership. I bring my problem solving abilities to address past, present and future water related issues. I will look to find instances where I can increase quality and cost savings; also, decrease waste.

- Former Chairman of the Board on the Highlands Ranch Metro District (HRMD), serving 15 years where I was the designated interface with the Highlands Ranch Water (formerly Centennial Water & Sanitation District)
- Recognized by the Colorado Special District Association (SDA), awarded the Special District Board Member of the Year in 2015
- Involved with the Highlands Ranch HOA, serving a my representative's proxy
Professional and career background:
- 40+ years business experience participating in 3 Denver area start-ups, as well as leading multiple global, complex technology organizations across many industries
- Currently Chief Technology Officer for Support Services Group, with staff around the world
Personal life, hobbies, interests, etc.:
Happily married for 41 years to my wife Cathy. Three adult children, 4 Grand children and another on the way! I enjoy exercise, skiing, biking, kayaking. Other hobbies include reading, playing guitar and entertaining with family, friends and neighbors
Why are you interested in running for the Highlands Ranch Water Board of Directors?
Starting in my youth, I was always involved with my church, enjoying community and camaraderie. Later with my children's sports and activities, I was motivated to organize teams and clubs. After they outgrew my coaching and organizing, I volunteered and became involved with my community's HOA and government (Metro District). I enjoy improving our community through prudent investment (minimal taxes), increasing our neighborhood quality of life, amenities and consequently our home values.

I have been involved in real estate development for over 27 years. I have sat on over 20 HOA Boards and 16 Metro District Boards as Board President or Vice President once the Board transitioned to a Homeowner controlled board.
Professional and career background:
Mr. Richmond is the President and Owner of Integrity Land Ventures, LLC, and the Colorado Regional Partner to JEN Partners of NY. Integrity Land Ventures, LLC. was established in April 2022 as a consulting firm providing National Home Builders with the identification, acquisition, development, and appropriate disposition of high-quality residential properties in Colorado and North Texas. In November of 2022, Mr. Richmond joined JEN Partners as the Colorado Regional Partner.

Why are you interested in running for the Highlands Ranch Water Board of Directors?
Being involved in my own community vs those that I develop and bringing my industry knowledge to the Board.
Community involvement and leadership positions:
I became involved with the Highlands Ranch Water participating in the first Citizens Engagement Committee. I then ran for the Board during the inaugural election in 2022 which resulted in being one of the first citizen Board members. In 2023 I became the Board Chair and having been serving in that leadership position for the last two years.
Professional and career background:
I have more than 30 years experience as a civil/environmental engineer designing, planning, managing, and consulting on complex projects. Combining my law degree with my engineering background gives me a unique perspective to solve problems. I have a passion for water issues and have worked on numerous water-related projects over the last several decades.
Personal life, hobbies, interests, etc.:
I have been a resident of Highlands Ranch for more than 30 years. My family and I enjoy hiking and mountain biking on the extensive trails in Highlands Ranch as well as throughout Colorado. I love traveling to places far and near; always planning for that next adventure!
Why are you interested in running for the Highlands Ranch Water Board of Directors?
I made the decision to run again because there is still a lot of work to be done. I am passionate about long term water resiliency; ensuring that Highlands Ranch has both the quantity of water and the quality of water necessary for decades to come. In my role on the Board, I have learned so much about the operations of the District and want to make certain that future capital projects are developed effectively and economically.

2023-2024 - Highlands Ranch Water’s Citizen Engagement Committee: Participated in quarterly meetings, learning about the organization’s operations.
2014-2019 – Board Service for the Alaska SHRM State Council: Legislative Director, State Council Director; tracked legislative and regulatory issues impacting the HR field, and led a 9+ member board in providing services to 900+HR professionals.
Professional and career background:
17+ years’ experience in the Human Resources profession. I’m passionate about helping people excel at their jobs while managing risk and helping set and achieve strategic objectives. For the past 12 years I have been the HR Director at aeSolutions, a national process safety and automation engineering firm; I provide provide best-in-class organizational development, talent acquisition, workforce planning, and change management services. I have also owned a small business, Castle Resume Services.
Personal life, hobbies, interests, etc.:
Originally from VT, I spent 7 years in Alaska before finding my home in Colorado in 2019. My wife and I stay busy with our 3.5 year old daughter and we are loving raising her in the wonderful Highlands Ranch community. I enjoy reading a broad variety of books, as I’m always trying to learn from others’ perspectives and experiences; related to this, I collect antique, first-edition, and signed books. I also enjoy running and road racing, as well as keeping up-to-date on local politics and news.
Why are you interested in running for the Highlands Ranch Water Board of Directors?
As a parent in this community I am committed to ensuring that we have as bright a future as possible, and I see water security & safety as key to that. Through the CEC & Citizen’s Academy, I gained a deep appreciation for the great work HRW does and I’d be honored to use my experience and perspective as an HR leader in the engineering space to further HRW’s mission of providing safe, sustainable and reliable water and wastewater utility services to customers with superior quality and value.

Professional and career background:
I recently completed a 33-year career in Public Service, including 12 years with the Indiana Division of Fish and Wildlife and 21 years with the U.S. Fish and Wildlife Service. Through both, I worked for and managed State and Federal programs to protect and conserve fish, wildlife, and botanical resources.
Personal life, hobbies, interests, etc.:
I grew up and lived in Indiana until moving here in 2002. My wife and I have two grown children. Our interests include hiking, camping, traveling, reading, and playing cribbage and other card games with family and friends. I especially enjoy fishing with our children and bike riding in Colorado and wherever we travel. I also enjoy visiting Indiana to see family and friends.
Why are you interested in running for the Highlands Ranch Water Board of Directors?
As noted above, I worked for 33 years to protect fish, wildlife, and botanical resources. The importance of water to sustain those resources and, more critically and significantly, in sustaining human life cannot be understated. I would like to be a part of the Highlands Ranch Water Board to help accomplish its Vision and Mission while utilizing its Core Values - Safety, Teamwork, Vision, Excellence in Service, Integrity - all of which align with both my personal and professional core values.

I have been involved with energy and natural resources including water in my professional career, having served as a legislative staff member in Washington DC for Colorado Senators Gardner and Hickenlooper. Now I'd like to play a leadership role in our local community, and I recently graduated from the Metro Districts HR Citizens Academy. I have just begun the HR Water's Citizen Engagement Committee and would like to become a board member to give back to our community.
Professional and career background:
I am a mechanical engineer with an MBA who has worked at NASA in Houston and the National Renewable Energy Laboratory in Golden. I have strong project management and financial skills and have applied them to multiple energy efficiency, space, and defense projects. I also was an energy policy advisor to Senators Gardner and Hickenlooper from 2018-2019 and 2022-2024..
Personal life, hobbies, interests, etc.:
As I near retirement I am becoming more active in pickleball, bicycling, travel, and community involvement. I recently completed the HR Metro Districts Citizens Academy (which I highly recommend) and learned about how our community works and was inspired to apply for the HR Water Board position.
Why are you interested in running for the Highlands Ranch Water Board of Directors?
In Colorado and the West, water is a vital and scare resource that has to be managed. My wife and I moved to Highlands Ranch in 1997 and raised our two sons in this wonderful community without having to think about water, thanks to the foresight of those who established the community. I would like to give back to our community by helping HR Water continue to provide clean, abundant water to current and future residents at affordable prices.

Treasurer of Silver Mesa’s HOA in Highlands Ranch. Treasurer of the Durango Film Festival for 2 years. CASA volunteer for 1 year - CASA Volunteers advocate for the safety and well-being of youth experiencing abuse and neglect. Learning Ally volunteer for 2 years creating audiobooks to reach students who face challenges with reading. I am currently Treasurer of Post Polio Health International that focuses on helping polio survivors deal with the after affects of polio.
Professional and career background:
B.S. in Accounting, MBA, CPA certification. Employed by John Deere for 42 years in a variety of positions in accounting, finance, sales, and marketing. Worked for the Department of Agriculture’s Soil Conservation Service while in college as a Field Technician with a focus on implementing conservation practices that prevent soil erosion and degradation and improve soil health.

Married with 2 adult sons, reading, playing guitar and golf and recreational bicycling.
Why are you interested in running for the Highlands Ranch Water Board of Directors?
During my time serving as Treasurer of Silver Mesa’s HOA, I was involved in supporting initiatives related to better management of the water usage including a new control system for irrigation and evaluating and implementing changes in landscaping to conserve water. I would like to continue this work in Highlands Ranch.

I am a registered volunteer with Food Bank of the Rockies and We Don't Waste. I contribute time to these organizations whenever possible. When my children were in elementary school in Douglas County I was the treasurer of our parent organization (PIE) for 3 years. Subsequently, I was hired by DCSD as the Volunteer Coordinator. I was an in class parent volunteer for 7 years.
Professional and career background:
For 13 years I worked for a manufacturer representative firm, selling bulk material handling equipment into a variety of industries. I had the opportunity to participate in solving issues including in water treatment facilities, mines, cement plants and many more. At DCSD I was hired as a teaching assistant and the volunteer coordinator. I have run my own bookkeeping business. I was the Executive Director of the Copper Mountain Resort Chamber where I ran a 501C3 with a substantial budget.
Personal life, hobbies, interests, etc.:
I have been in Colorado my entire life. I love the mountains and all things outdoors. My husband and I raised two amazing daughters here, both graduates of CU. I believe that it is imperative we do all we can to preserve and protect our natural resources for future generations.
Why are you interested in running for the Highlands Ranch Water Board of Directors?
I am interested in being on the Highlands Ranch Water Board because water is our future. It is imperative that we are good custodians of this limited asset. I will represent the community to make responsible decisions to ensure proper stewardship and protection of this most valuable resource.

I have volunteered at my children’s middle and senior high school functions. I have also coached wrestling at a local high school for 10 years. In my professional career I have held many positions of leadership. These positions have include a professional engineering firm Water sector team consisting of over 30 professional engineers designing and constructing water and wastewater treatment facilities and I have also held numerous positions in the Water Environment Federation.
Professional and career background:
B.S. Civil Engineering, Colorado State University and B.S. Physics, Ft. Hays State University. I have over 35 years of working as a professional engineer in the water and wastewater sector. I have led designs at the largest wastewater facility in Colorado and designed hundreds of projects within the state of Colorado. I have also worked on projects in 25 states and 2 countries.
Personal life, hobbies, interests, etc.:
I enjoy the Colorado rocky mountains; skiing, hunting, fishing and hiking.
Why are you interested in running for the Highlands Ranch Water Board of Directors?
I am interested in volunteering for this Board position as I feel that my background as a professional engineer working in the same industry as Highlands Ranch Water (HWR) will greatly benefit me in my time as a board member. The daily work challenges that HRW staff face is critical and my efforts will be to make sure they have the resources available to successfully meet their goals.
Community involvement and leadership positions:
Over the last twenty years I have volunteered for a number of organizations including: the Denver Museum of Nature and Science in Expedition Health; the Denver Asset Building Coalition as part of their VITA-supported tax filing initiative; for a small spiritual camping retreat as the Events Director, organizing activities such as guided hikes, and bird/plant identification workshops for participants, and; for my son's preschool as a parent volunteer putting together special events.
Professional and career background:
I have a degree in Environmental Engineering Sciences. However, I am a Certified Life-Cycle Celebrant specializing in funerals. I work with family and friends to craft a meaningful memorial that reflects the life of the deceased. I also am a personal pre-planning agent. This means I do the legwork for individuals to figure out their preferences for final dispensation. I then connect them with organizations that fulfill those preferences.

When I'm not playing with my son, my husband and I get together with friends to play table top games. I enjoy time outside walking our trails, and going hiking in the mountains. I also enjoy crafting: sewing and leather-work are my favorites. My husband and I also enjoy trying local breweries.
Why are you interested in running for the Highlands Ranch Water Board of Directors?
Having lived in Highlands Ranch for over 15 years, I would like to give back to Highlands Ranch directly. Much of my volunteering serves the Denver-metro area, but I want to serve closer to home. My educational background will help me make the best possible decisions for our community. I want to see Highlands Ranch continue to be a fantastic place to live with well-maintained infrastructure, a balanced budget, and good, clean water. The kind your kid can drink from a hose.
